    At EPC, we have assisted many local authorities in their search for the most appropriate programmes and in their submission of bids after having helped them build the best possible partnership and developed the project in consultation with the European Commission.

    Political and regulatory monitoring and European programmes benchmarking

    Nov 2010 - Jan 2011 Benchmarking of the European Programmes funding urban development

    Client: Rezé City Council (FR)- Budget 3.900€

    • Assistance to define the local project content and benchmarking of European programmes to which the project bid may be submitted according to the client needs
    • Benchmarking report identifying the European funds available to co-finance the potential eligible costs.


    2006 Benchmarking of the European Programmes funding eco-companies development

    Client: ADIMAC, Association pour le Développement Industriel et Economique du Massif central et du Centre (FR)

    Budget : 15 000€

    • Assistance to a market study concerning eco-companies in the Limousin and Auvergne regions in France, in order to develop a European bid in that field
    • Benchmarking of European programmes to which the project bid may be submitted and assistance to define the project content
    • Illustration of the selected programmes with approved projects implemented in European regions. Phone interviews with the project leaders concerned to improve the knowledge of the project
    • Selection of the Intelligent Energy - Europe programme (IEE): project definition and partnership building.


    Development of European bids and negotiation with the European Commission

    Jan 2011- April 2011 Elaboration and writing of an INTERREG IVB Atlantic Area project aiming to develop smart ticketing products and to address the barriers to interoperability of public transport tickets.

    Clients: SEMITAN (FR), Merseytravel (UK), EMTUSA (SP), DBUS (SP), MoveAveiro (PT) – Budget: 15.000€

    • Supporting partners in building the project consortium
    • Collection of technical and administrative information
    • Elaboration of the whole bid (writing of the project, organisation of meetings with the consortium, etc.)
    • The project's objective is to bring together a number of regional transport authorities from the Atlantic Area to work together on the development of smart ticketing products and to address the barriers to interoperability of tickets. New ticketing products will be introduced and evaluated in pilot projects in the different regions.

    Jan 2011- April 2011 Elaboration and writing of a CIVITAS PLUS II project (FP7)

    Client: Nantes Métropole – Budget : 35.000€

    • Supporting partners in building the consortium and elaborating the CIVITAS PLUS II proposal (gathering 5 important cities in France, Cyprus, Hungary, Portugal and Morocco)
    • Collection of technical and administrative information from partners, project writing, budget building and organisation of work packages
    • Definition of each partner’ role to meet the requirements of the call for proposals
    • Organisation of several preparatory consortium meetings with members of consortium

     

    Jan 2011- April 2011, Elaboration and writing of a CIVITAS PLUS II Support Action project (FP7)

    • Consortium building
    • Collection of technical and administrative information
    • Coordination of the whole proposal elaboration and writing, including organisation  of several preparatory consortium meetings


    June 2009-Sept 2010, elaboration and writing of a LIFE + “Environment Policy & Governance” bid

    Client: Conseil Général d’Ille et Vilaine – Budget : 35 000€

    • Collection of technical and administrative information
    • Elaboration of the whole bid (writing of the project, organisation of meetings with the consortium, etc.)
    • Participation in national meetings in Paris to finalize the dossier, ask the ministry details and specific information… on behalf of the co-ordinator, the CG 35
    • Once the project is approved: negotiation with the European Commission to finalize it through meetings in Brussels, relations with the partners, work on the technical and financial elements of the bid, etc.
    • The project objective is to implement an integrated governance structure for waste management in the French department of Ille et Vilaine.


    March 2009-Nov2009, Elaboration of a bid for DG TREN - SMOOTH “Safety and MObility Optimisation for sustainable Transport and Health 2009-2012”

    Client: Communauté de Commune du pays de Cahors – Budget: 24 000€

    • Collection of technical and administrative information concerning the 7 partners of the project from 3 countries: France, Cyprus and Lithuania
    • Elaboration of the whole bid (writing of the project, organisation of meetings with the consortium, etc.)
    • Once the project was approved: negotiation with the European Commission to finalize the workplan through meetings in Brussels, relations with the partners, work on the technical and financial elements of the bid, etc.
    • The project objective is to implement a sustainable mobility policy in peri-urban and rural areas



    Management and monitoring of European projects

    August 2010 – March 2013 Supporting alongside SCOPIC the coordinator of the INTERREG IVA (POCTEFA) RES'PIR project

    Client: Conseil Général de l’Ariège (Ariège County Council) – Budget 42.000€

    • Support for the coordination and project management
    • Support for Coordination bodies (including a Steering Committee)
    • Preparation of presentation materials in French and Spanish
    • Development of communication plan, logo and graphic design for internal and external communication
    • Defining the framework and method of in itinere evaluation
    • Developing a sustainability plan

     

    April 2010 - March 2013 Supporting the coordinator of the IEE - Efficient 20% project  

    Client: Association d'Initiatives Locales pour l'Energie et l'Environnement (local energy agency)– Budget 31.000€

    • Representation of the consortium at a meeting organized by the EACI (the European Association for Creativity & Innovation) for new IEE projects coordinators.
    • Organisation of Kick-off meeting and prior telephone conference with the Consortium
    • Support for the creation of tools for project coordination
    • Technical and Administrative Advice (dialogue with the European Commission, review of deliverables in English, occasional participation in consortium meetings)


    Dec2009-Nov2011, Management of the CIVINET “Civitas Cities Network 2009-2012” project & Evaluation leader of the project

    Clients: Asociación Plan Estratégico Ciudad de Burgos (SP), Lancashire County Council (UK), Transport & Travel research (UK), Tisséo Toulouse (FR), Groupement des Autorités Responsables des Transports (FR), Regional Environment Centre Slovenia (SL), Genova Municipality (IT) – Total budget : 1.9M€  EU funding : 0.77M€  (EPC budget : 250.000€)

    • Project leader

    assistance regarding the implementation of communication and dissemination activities of the CIVINET “Civitas City Network 2009-2012” project

    Technical assistance to the French partners: GART, Tisséo Toulouse:

    • Creating and maintaining the French network of local authorities
    • Organisation of general assemblies and management committees composed of the members of the French network
    • Preparation of a final report for the transfer and replication of the French network experience by other networks
    • Creation of a contact database tool, to manage the potential members of the French network and be their day to day contact point

     
    2008-2012, Assistance to the implementation of communication and dissemination actions of the ARCHIMEDES (Achieving Real Change with Innovative transport MEasures Demonstrating Energy Savings) - CIVITAS PLUS project, to promote environmental sustainable solutions. Call under the priority “Cooperation” of the FP7, co-funded by the Energy and Transport parts of the same Programme. The partner cities are Aalborg (DK), Monza (IT), Brighton & Hove (UK), Donostia San Sebastian (SP), Usti Nad Labem (CZ) and Iasi (RO).

    Client: Aalborg city (DK) – The total budget of the project reaches 26.1 million euros with a 61% funding from the European Commission. (EPC budget: 110 000€)


    • Assistance to partners’ communication materials elaboration and quality control of the English language and of the various marketing tools
    • Quality control of the measure fiches of each partner city and activation of these-ones on the website
    • Conception of reporting tools, specific for communication and dissemination actions: Excel tool to facilitate the data capture and the follow-up of the carried-out actions and to facilitate in the future the further analysis of the data in order to implement the best possible actions
